هم چنین، لازم به ذکر است که جمهوری اسلامی ایران، جز در رابطه با دولت های آفریقای جنوبی و
مصر، هرگز آغازگر قطع روابط دیپلماتیک نبوده، در کلیه موارد نیز، پس از قطع روابط، تلاش و اهتمام
قابل توجهی را در جهت استفاده از خدمات دولت حافظ منافع، در صورت امکان در قالب دفتر حافظ
منافع، بکار بسته است.
