Abstract

 Cultures, Globalization of the InternationalHumanitarian Rules, with an Emphasis on theChallengesIn order to achieve its goal in protecting humanity in the course of an armedconflict and reducing human suffering, international humanitarian law (IHL)has sought from the very beginning of its development to be recognized asan impartial and universal body of law. However, some intellectual trendsand some national, ethnic or religious cultures resist the ideal ofglobalization and universalization of humanitarian law. By analyzing thenature and causes of these oppositions, this article after reviewing excisingtrends seeks to find a solution for reconciliation of IHL with them and torecognize the cultural grounds for its universal dissemination.Keywords: International Humanitarian Law, Globalization, Culture,Religion, Humanitarian ValuesI
