Given the serious impacts of the right of access to administrative documents on the protection of people’s rights and also the prevention of corruption, this right has been accepted in the legal systems of Islamic republic of Iran and France. In this regard, and in order to maximize the benefits of this right, the recognition of institutions obliged to provide administrative documents is of particular importance. It is obvious that creating clear and precise criteria in requiring institutions to present the administrative documents at their disposal, can greatly help the effective implementation of this right and thus the citizens to enjoy this right. In this paper, it is attempted to examine the nature and characteristics of the institutions, subjects to this right, in Iranian and French legal systems and to highlight their bugs, while expressing the status of the right of access to documents in Iranian and French administrative Laws.
