The problem associated with: population growth should be studied, especially in traditional societies, in their relevant socio-cultural context. By approaching the study from this point of view, the historical and social roots of the problem will be revealed, thus bringing light to the uncertain question of to deal with population growth and movement. such a study will also tend to make clear that in traditional societies and especially in matters related to basic cultural and religious feelings of the people, law is but a poor instrument in the service of social control and attitude change.
