In different eras, resolving conflicts among hostile States has been and still is one of the most important challenges of international law. Yet, for a long time war was the principal way of resolving disputes. By the time when the prohibition of the use of force has been gradually injected into international documents, the idea of achievement to international peace and security was strengthened. By the advent of modern technologies, such as the cyber technology, however, new challenges emerged in the context of international law among them has been the issue of cyber attacks and its relation with jus ad bellum and specially with the Charter of the United Nations.Key Words:International Armed Conflicts, Cyber Attacks, Use of Force, Threat of Force, Right to War.
